Actually, decriminalizing and legalizing are two different things in this
sense. "Decriminalizing" means to eliminate existing laws that make
prostitution criminal. "Legalizing" means to replace those laws with new
laws restricting and regulating prostitution, such as licencing, or
restriction to licenced brothels, etc. Most prostitute activists are in
favour of the former and opposed to the latter. For good reason.
