Even in the 1970s, it was relatively easy for Foreign students to obtain U.S.
financial assistance for attending college in the U.S. The idea was that
champus culture is enhanced significantly when there are international
students.

We have a Japanese exchange student who wishes to attend college in the U.S.
 Her family does not have sufficient funds for her to attend  a U.S. college.

Can any one provide information pertaining to financial assistance for
international college students? Does it make any difference where she looks
for assistance? For instance is Hawaii better than the Midwestern states?
